Keyland has won a coveted place on the new public sector land delivery framework, which will see the team working as a Land Broker with public and charitable sectors across the country to maximise the value of surplus land by securing its development potential. The forward-thinking framework aims to unlock value from surplus land to address the significant reduction in public sector budgets.

Keyland is one of only three Land Brokers to be appointed and will represent Yorkshire as the only northern partner, working alongside all the development professionals appointed to the framework who have significant expertise in brokering surplus land deals for the public and charitable sectors, designed to achieve stringent overarching objectives to ensure maximum short and long term benefits for clients.

The council is delighted that NPS have secured Keyland as a broker for this framework who are true experts in the industry.

Aligning Interests

In the event that Keyland is selected as the framework member, we will reach an agreement with the landowner(s) regarding a promotional strategy. Keyland will incur all development expenditure and will only receive payment as a modest percentage of the land sale. All financial risk to the landowner is removed.

Our approach is flexible and tailored to the particular circumstances of the site and the landowner(s).

Keyland specialises in unlocking the development potential of sites through land promotion and the preparation of planning applications.  We;

  • Engage with key stakeholders throughout (i.e. councils, statutory consultees, landowner(s), the general public and other groups/forums)
  • Co-ordinate preparation of planning and other technical drawings
  • Prepare appropriate technical reports
  • Develop a robust planning case; outlining the particular merits of the site and the ‘need’ for development, reviewing alternative sites, assessing the five Green Belt purposes, addressing the technical constraints and, ultimately, demonstrating that the site is deliverable, viable and achievable

Disposal

On grant of planning permission, we would appoint an agent and agree a detailed marketing plan, which will identify the basis on which the Property is to be sold.

The purpose of the marketing exercise would be to achieve the best value reasonably possible from freehold sales in the market, whilst ensuring that all of the Property is sold. The marketing plan would have regard to and/or include the following relevant issues and matters:

  • The requirements of the satisfactory planning permission, including phasing
  • The current capacity/state of the market
  • The programme for the release of the Property and the need to provide all immediately necessary infrastructure
  • The manner and method by which land sales are to be achieved
  • The marketing process and personnel to be employed to achieve land sales
